Billy Maloney was one of Carl's friends in Seattle, WA.

One week before the transformation, Billy stumbled out of a bar and peed on a cop's bicycle... while the same cop was writing up someone else for drunk and disorderly conduct. Billy already had an outstanding warrant for failing to appear in court a previous charge, and was still in jail during the collapse.[2]
