Odious Creepers are a city boss, their level varies between 130-173. They were created after vampire Big Tina's attempted to create an undead army out of various body parts, after she was cured she lost control of the spell and they were turned into Odious Creepers.
Killing them was part of the Creeping Apocalypse quest, and give whoever killed them +5 to a random stat. For every 5 you kill you would gain +5 levels.
Mordecai suspected they were originally going to be a creature called an Odious Blossom.
